Before travel to Namtzo lake is permit free, but now there are people checking your permit. So contact FITs in Lhasa and get the permission before going there!
With the permit you get from travel agency in Chengdu, the following places you can visit without problem: Gandan Monastery, Sera Monastery, Drepung Monastery and UONGBULHAKANG Monastery.

Some other travel agencies in Lhasa may also promise you a trip to those restricted region without problem, but at moment, except of the permits from FIT’s agencies, others should treated as ilegal.

Foreign individual travelers again can travel to Tibet from today, but the regulation changed and travel to Tibet has become more restricted. The permit travel agency organized is restrictively for Lhasa city and closeby area, travel to outside Lhasa without proper permit from FIT (foreign Individual Travel) treated as ilegal. You could be obtained, fined or sent back.
Before, travel back from Tibet Autonomous Region to Sichuan Kham Tibetan Region is permit free, and travel down friendship hwy via Everest Basecamp to border town Zhangmu (Border of Nepal) is no problem without guide. But at moment, travel to those places you need proper permit and guide.
